Job Description:
This recruitment will be used to fill two positions in Portland.
This limited duration opportunity is scheduled to last one year from the date of hire. We will also consider filling this position as a job rotation assignment for current state employees. To apply as a job rotation candidate, you must be currently employed by the State of Oregon (regular status, trial service, and limited duration employees) and have written approval from your manager/supervisor prior to applying.
There is a chance that this position may become permanent.
Our mission...
The mission of the Oregon State Board of Nursing (OSBN) is to safeguard the public’s health and well-being by providing guidance for, and regulation of, entry into the profession, nursing education and continuing safe practice. The Board of Nursing administers ORS Chapter 678 and OAR Chapter 851 to license, investigate charges against, and discipline Registered Nurses, Licensed Practical Nurses, Certified Nurse Anesthetists, Nurse Practitioners, Clinical Nurse Specialists, Certified Nursing Assistants and Certified Medication Aides. OSBN provides service to approximately 100,000 licensees under the jurisdiction of the Board who provide nursing care to persons in the state of Oregon.
The Board determines licensure and certification requirements; interprets the Oregon Nurse Practice Act; evaluates and approves nursing education programs and nursing assistant training programs; issues licenses and renewals; investigates complaints and takes disciplinary action against nurses and nursing assistants who violate the Oregon Nurse Practice Act; maintains the nursing assistant registry; and administers nursing assistant competency evaluations. The Board prepares and manages approximately a $15 million biennium budget. In addition to the 58 FTEs on staff, there is a nine-member Board appointed by the Governor and numerous committee members from various healthcare interests. The Board along with the Department of Human Services is responsible for certain components of OSBR 1987, the Nursing Home Reform Act. The Board’s regulation of certified nursing assistants and medication aides must meet Federal Standards. Funding for regulating the CAN population is received as Medicaid and Medicare transfers from DHS.
This position is with the Licensing Department, which receives and processes licensure and certification applications, issues licenses and renewals, and responds to public questions and needs.

This position is eligible for
hybrid remote work
on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
Participate with team of contact center folks and utilize phone system to assist customers and applicants of the board of nursing to determine licensure and certification eligibility of applicants by evaluating applications and corresponding documents; interpret Oregon Nurse Practice Act; and apply judgment regarding state education requirements, laws, rules and polices governing licensure or certification of an applicant. Explain and clarify requirements of licensure or certification with applicants. Create and enter data a database from applications and supplemental materials; establish records for receipt of fees. Perform research regarding other state’s rules or requirements as necessary. Retrieve, dispose, and prepare records for storage according to agency retention guidelines.
This includes:
  • Provide focused, constant high volume, first contact information to customer(s) through phone or digital contact.
  • Following state law, provide verbal public information and instructions on how to complete the application process.
  • Explain via telephone, e-mail or in person, the steps required to complete the licensing, audit, and criminal background check processes.
  • Promote knowledge and awareness by informing callers about the license verification website, the agency website, online services and written materials.
  • Additional duties as they apply.
Here’s what you need to qualify:
Minimum Qualifications:
Three years of experience performing public contact and/or customer service duties comparable to the work of a Public Service Representative.

At least two years of this experience must include dealing with the public in-person or by phone providing information about services and programs; explaining rules, programs, and procedures; and/or providing assistance, explaining requirements, and gaining compliance.

Preference may be given for experience providing service in an area of specialization specific to the position opening.

  • Skill in researching a variety of sources and analyzing information in order to clarify issues and resolve problems for the public.
  • Skill in explaining to the public (in person, on the telephone, or in writing) laws, rules or policies relating to a particular program, operation, or service.
  • Skill in using policy and procedure manuals, statute books, handbooks, or specialized reference materials to research information.
  • Skill in communicating with persons of diverse points of view to resolve problems.
  • Skill in making independent judgments and decisions in the application and explanation of laws, rules, or policies.
  • Ability to learn and work within specific agency programs or operations, policies and procedures affecting assigned work.
  • Ability to recognize issues or situations that could have adverse impact on the agency.
  • Ability to act as liaison between the public and private entities to clarify issues and resolve disputes.
  • Ability to gather and analyze information and determine a course of action.
  • Ability to deal with the public in a positive and accurate manner with patience and courtesy.
Preferred Skills:
  • Demonstrated ability to evaluate application of relevant Oregon Revised Statutes and Oregon Administrative Rules.
  • Demonstrated strong analytical problem-solving skills and good verbal and written communication.
  • Demonstrated ability to develop and maintain good working relationships with internal and external partners.
  • Demonstrated ability and experience successfully managing and leading teams.
  • Demonstrated ability to think critically, evaluate current business practices and providing solutions.
